A better health system ?

It is hoped that from a systems perspective the doctor shortage is
one created by a health system that pays doctors per visit, a system
that encourages the doctors union to restrict the supply of doctors to
guarantee doctors an income.

In Italy doctors are given a salary, (fee per patient per year) that
creates a much better relationship between your health and your
doctors income, and is partly responsible for Italy having one of the
best health systems in the world, the highest doctor to patient ratio,
and consequently alot more doctors spending time on the golf courses.
